What 1991 movie was the most expensive ever when it was released?

When you hear James Cameron going around saying his movie needs $2 billion just to break even, it starts to lose meaning.

At this point someone could say a movie cost a zillion trillion dollars, and I’d just be like, OK, sure. It’s all funny money to me.

But there was a time when movie budgets actually meant something. And when this one came out in 1991 it shattered all the records. There were a lot of great movies from ‘91, and as CGI was just starting to take off, a lot of expensive ones too. Which movie was it?
