(Source)Andy Warhol gets all the credit, and that's about where all of the certainty ends. Did he come up with the saying? That's... less certain. The first record of it being attributed to Andy Warhol was in a 1967 Time magazine piece about sculptor Tony Smith, where they quoted Warhol predicting a day when everyone would be famous for exactly 15 minutes. The version most people know appeared the following year in a catalog for Warhol's Swedish art show, tweaked to sound even more quotable.
