The program had taken over the entire computer system at ENCOM and was busy stealing data from other companies while forcing programs to compete in deadly games. By the time Kevin Flynn gets zapped into the computer world, the MCP had basically become a digital dictator with plans to download itself into the Pentagon and World Bank systems. You know, after Skynet, WOPR, and MCP, I'm sure we'd never actually create a program that's self-learning... right?
