The answer is: Mark Hamill. Mark Hamill, better known to most people on the planet as Luke Skywalker from Star Wars, voiced the Joker for Batman: The Animated Series. Hamill also provided the voice for the Joker in the film Batman: Mask of the Phantasm as well as the Arkham series of Batman video games.Maybe he'll get to bust out the laugh as Luke in one of the expanded universe TV shows...Source
